Reads a current spending-usage snapshot for a policy and user wallet.

Available on the Para client through @getpara/core-sdk and SDKs that inherit it, including @getpara/web-sdk.

Access and Portal behavior

Authenticated Para user. The backend enforces ownership or access to the requested resource. Does not open Portal.
